IMPORTANT! Please Read!

NRHA advertises all bids over $50,000 and all proposals over $30,000 in the Sunday classifieds of The Virginian-Pilot, under the “Bids and Proposals” heading.

Requests for Proposals (RFPs) FOR DESIGN AND CONSTRUCTION are mailed out free of charge to anyone interested. E-mail Joni Stahl (jstahl@nrha.norfolk.va.us) to request an RFP. We charge a minimum of $50 to mail Invitations for Bids (IFBs), depending on the size of the spec book and number of drawings included. All other RFPs, IFBs, etc., please contact the "Submit To" person listed for that particular Request.

RFPs and IFBs are also posted at NRHA locations at 201 Granby St., 9th floor, and 910 Ballentine Blvd.

FOR DESIGN AND CONSTRUCTION: After proposals are submitted, they’re reviewed by a team that short-lists three to five companies as best fitting the project’s requirements. The reviewing team then interviews each company, and each team member submits a score based on the interview. The company with the highest score is selected to begin negotiations. When a price is agreed upon for the work, the contract is awarded.

For bid invitations, the invitation states a date and time by which bids are to be received. At the specified date and time, the bid box is taken to a conference room and the bids are read aloud. The contract is awarded to the lowest responsible and responsive bidder.

For IFBs over $30,000 but under $50,000, we are required to request at least four bids. For all RFPs and IFBs over $5,000 but under $30,000, we are required to request at least three bids. For all RFPs and IFBs under $5,000, we are required to request at least one bid.

Courtesy copies of all IFBs over $50,000 are available for contractors to review at the Builders and Contractors Exchange, the Dodge Report, and Construction Market Data, as well as on the 9th floor of NRHA’s 201 Granby Street location.

By law, NRHA is not allowed to have a Bidders List.
